The exit interviews should be telling. Also there was a additional task to the roablock that I didn't see, the racer doing the RB was to steal 3 items from the circus audience as well.

From what I understand Justin and Zev are not sure they actually won the motorcycles or if TAR/TPTB might give them to Dan and Sam.
