it's a 99.9% chance that Jaime says the title quote for this finale.

The only thing left to figure out is whether production has historically chosen
the final quote based on the winning team or on the best quote. 

I guess the best way to know is for someone to re-watch the finales for seasons 2-5 and 10-13.  (That's not something that I could endure.)

I examined Wikipedia.  In Seasons 2-4, the final quote wasn't from the winning team -- it was from the runner-up one (Tara & Wil the Jerk, Teri & Ian and Kelly & Jon).  Seasons 5-13 (with the exception of All-Stars, where the final quote came from Charla & Mirna) either had the final quote come from Phil or from the winning team.  But the fact that the title quote hasn't always come from the winning team, I suspect that the quote is at least sometimes based on the best quote.
