Looks like they're signing up to leave in a certain group the next morning, like on the first legs of TAR12 and TAR13.

Unfortunately, I can only make the flag issue worse. According to this caption: "All the little swiss towns have signs like this.." Which also means that a larger town like Interlaken might have 3 or 4 signs, each at a road leading into town. If you're interested in color, you can start with the Interlaken communes here. The organization seems to be Canton>District>Communes. Besides Matten, there are a couple more commune flags with a similar green in them.

My thinking, as strange as it may be:
Teams take the train to Interlaken because that's where the stations are. But the interesting area around here is outside of Interlaken, Interlaken is the jumping off spot for trips to the mountains such as Jungfrau, Eiger, Monch, etc. and into the Lauterbrunnen valley. From Lauterbrunnen you can take the cog railway up the valley to the town of Murren (or Muerren because I do not have the umlaut for the "u")
The town has only about 3-400 inhabitants and can only be reached by cable car or cog railway. There are no cars there! During the summer it is full of tourists (over 40 hotels) and in the winter it is full of skiiers. But in November, not many outsiders! So ideal for a remote, secure location for all kind of tasks without too many RFF eyes awatching..
Town is full of old buildings with green shutters like the one we are looking for.
Also hills around town look like the same that teams are sliding down with the cheese things.
So it could be that on the day after the overnight spot in Ticino, they take trains to Interlaken.
In Interlaken, they take taxi to the town of Lauterbrunnen
In Lauterbrunnen, they take cog railway up to the town of Murren.
Cheese bit (additional task) (Roadblock is at the Verzasla Dam)
Race to the mat (have to find the right house.))
Pit stop. Overnight in one of the hotels.
My eyes are getting tired of looking at pictures of Murren (there are lots and lots)
One more note that makes Murren an interesting TAR location: the James Bond film "On Her Majesty's Secret Service" was filmed here!!!!
