This probably doesn't need to said but the starting line is definitely Los Alamitos Base.  In the screenshot of Phil saying "Go!" the building right behind him matches with the building on the base in the picture below.

I don't see any other probability. It has been spec for some time now that TAR 14 will begin at the Los Alamitos Air Base...These other suggestions are good but anon1akacolby has pretty much solidified the spec now!  :yess:
