The only thing I could make of it--here--is that JPH is a distributor of Jiwan books at that address on Nai Sarak. Since that's a long street (also a neighborhood name), unless racers are given more info they could easily get lost.

That's at 4095 Nai Sadak right next to the ARG Calendars at 4094. So they're at the southern (Chawri Bazar) end of Nai Sadak, which is pretty long as you say- and they may be looking for the spice place which is past the northern end, on the other side of chandni chowk. So they have a ways to go! I wonder if they're coming from the holi place somewhere around there?
