I believe I might have the answer to "why a jacket?" I went to Taiwan around 1982 and some of the places outside the Taipei area where I visited were:
Taroko Gorge (does not require a jacket)
Sun Moon Lake (does not require a jacket)
climbing up at 3am to view sunrise in the east from a mountain - this definitely requires a jacket; it was not as accessible in 1980 (and I went elsewhere) but today the premier sightseeing expedition is from Tatachia off the new Cross-Island highway and up the Jade Mountain Scenic Highway).
So my guess is that Allan has a jacket because he is going to some mountain, where maximum temperatures are typically 5 degrees C(41 degree Fahrenheit).

If this Pitstop is added hours, he has more rest, and would not be worried about a short rest and needing every single minute.
If the next pitstop is 15 hours--what possible difference could that make on him needing rest now.
Consider this:
He has been up all night waiting for the last team to arrive, and the first teams out will prob be leaving in just a few more hours, so he def needs a quick rest.
Change this to :

and to me it suddenly makes a lot more sense.
And why 15 hours? A long drive to the middle or southern end of the island? I like the sound of mts but where are they on the map?
Can anyone pull up driving or train times to Kaohsiung?? But keep in mind they wouldn't have to go all the way to Kaohsiung --they could drive some distance after pitstop release the next day right?
re the jacket--he has on a dressy "I've been waiting at the Pitstop in the city" jacket to me, not a mountain climbing jacket.
What were dawn temps in Taipei on 5/27? ???
