They were carrying those garlands in the find a clue in the place of a gazillion Buddha's task in ep 1 in/near Bangkok so I think it was an unshown part of that task.
But I would like a location map for those Buddha's? I don't think we have one...

Ridiculously long train ride? Followed by hours of operation bunching? This has the benefit of having TPTB in Hue before the teams arrive to film intros/do last-minute setup/whatever and also provides the chance of a Flo-style meltdown (three guesses as to who I'm referring to; the first two don't count ;)).
