Speculation on TAR 31:
Well firstly in regards to possible locations, it may be safe to say that TAR is trying to create a trend of visiting countries that they have visited before one or two times and are due a new visit. From this trend, countries that fit this trend are:
North America: Canada, Costa Rica, Jamaica, Puerto Rico
South America: Bolivia, Ecuador, Uruguay, Paraguay
Europe: Croatia, Estonia, Finland, Hungary, Ireland (I think this is a very strong possibility), Lithuania, Romania, and Ukraine. Liechtenstein is a possibility too but very unlikely due to the size of the country and what they can do there.
Africa: South Africa, Egypt, Ethiopia, Ghana, Kenya, Mauritius, Mozambique, Senegal, Seychelles, Tunisia
Asia: Bangladesh, Cambodia, Oman, Taiwan, Azerbaijan, Kazakhstan, Kuwait, Mongolia
Oceania: Anything's fair game, although I think it's more likely to see Australia than New Zealand since it was visited in 18 whereas NZ was visited in 22.
Now for countries that are due a visit that have been visited frequently (last season visited is in parentheses):
South America: Chile (23)
Europe: Germany (26), Russia (21), United Kingdom (25), Austria (23), Spain (24), Sweden (25).
Asia: India (27), Japan (26), Malaysia (24)
I definitely think India and Japan are very strong contenders. It's been too long, and these are very frequent countries.
I also think there's a possibility of bringing back South Korea. When Indonesia was first introduced in 19, it came back 3 more times in the next 5 seasons, possibly because they realized how underused Indonesia was, and South Korea fits the underused, but highly accessible, category. We'll see though. I think the Philippines could fit this too, but not as well as South Korea does.
In terms of new visits, I think possible safe bets are Fiji, Laos, Nepal, Jordan, Coté d'Ivoire, Cameroon, Togo, then anything in Eastern Europe or the Caribbean is fair game. I would love to see one of the former-Soviet Central Asian states like Kyrgyzstan or Tajikstan, but due to accessibility, I find this unlikely.

I do really think Australia is a strong contender for the starting destination and it is a way long overdue for early winter filming in the Southern Hemisphere. Melbourne is more likely to be the first international city that would show on the route. The second Australian leg will be likely around Great Ocean Route to see of The Twelve Apostles and Loch Ard Gorge.
Japan would be likely good to have a chance to revisit. The race would be likely around in Osaka, Kyoto and Nara. Cambodia would have a chance to revisit that has last visited in season 15, Siem Reap is definitely the most visited Cambodian city to travel. Laos is considering a safe place to travel and Vientiane would be a perfect place.
South Africa is a huge possibility and the route will be likely in Cape Town and nearby surroundings within two separate legs in one African country.
As for Finland, Lapland is definitely unlikely to travel during summer months where in which Helsinki is more urban and areas outside the city is totally a rural landscape. Latvia is more likely and definitely be going to complete the Baltic countries list. Spain is also a strong possibility that can make a visit in Barcelona hasn't seen around in twenty-one seasons. Ireland is also another possibility and Dublin would be the right place to visit the teams including Guinness Storehouse and Saint Patrick's Cathedral.
Colombia would be a great choice for the penultimate leg as teams might be around to travel to Bogota with scenic views of the mountain and Spanish colonial landmarks between the modern urbanized background. In addition to this, Costa Rica would give for a revisit in a regular race format and Dominican Republic would be going to have for its first visit to see Santo Domingo with a lush colonial architecture.
Regarding about Russia, the country will be unlikely to travel when TAR 31 will film this June due to the World Cup to be held in that country. Definitely it is now out.
So, season 31 might travel around six continents into ten countries within 40,000 miles of travel.

Would love to see South Africa, too! Why not have these destinations like:
Europe: Portugal, Sweden, Slovenia, Finland or Slovakia - I'd surprisingly like to see Slovakia and Slovenia as combos in action.
Asia: Malaysia, Taiwan, Japan, Brunei, or Cambodia - Brunei is really safe, I think?
Africa: South Africa, Rwanda?, Ethiopia, or Senegal - Rwanda, of course, is very safe.
North & Central America: Canada or Costa Rica - Costa Rica was visited a long time, so I would like to have a comeback.
South America: Argentina or Ecuador - Argentina must be visited again this time.
Oceania & Australia: Australia or New Zealand + Palau or Fiji - A combination of any one of two best countries plus the minor country.
