Maybe over thinking this is a trick question
Now there are 6 woks in all right? so for a tribe to win they must get 3 woks lit right? So is this question asking ..
how many of the flaming woks will not be ignited before a winner is declared
All 6 woks are NOT lit before the winner is declared OR
--is it asking how many were NOT lit before the winner is delcared as in 1 or 2 woks because the winning tribe has to at least have 3 woks lit to win.

That question has me going in circles!! Tricky Tricky as heck.
I reworded the question: In the challenge involving fireworks, how many of the flaming woks will not be ignited be DARKENED before a winner is declared?
Is this one of those chalenges where each tribe must darken the opposing team's woks? (like in past challenges, where they have used something to distroy the opposing team's names or whatever, to knock the opposing players out of the challenge.)

I'm guessing he means how many are NOT lit when the winner is declared ??? as in 1-2-3 or even 0 ..
