The flag cap turns out to be another view of the pit stop: you can see Phil and Yellowjacket standing next to the sign.

Slowhatch could you get us another shot of the zoom in to Phil at the pitstop?

Slowhatch:
It's a little fuzzy but you can definitely see Phil. There's a small plaque next to the mat: maybe it's a "mirador" or viewpoint in the park.
