So having the losing tribe in the Immunity challenge send anyone on the other tribe(s) to Exile Island is the plot line for this time around. Probst made it very clear before the challenge. "Once again, the losing tribe can pick anyone they'd like from the other three tribes and send them to Exile Island" or something like that.

Nice twist.
