Don't remember Viet Cong nor North Viets having T-72 main battle tanks. That leaves perhaps Mongolia or China.

I don't think they're North Vietnameses.
North Vietnamese skin tones are lighter. It's colder up North.
Their facial features look more like Thais, Cambodians or Laotians. Their skins are darker since they live near the equator.
