He has answered me, yes it was us and that's the only picture that he has.

There was a mild quake this morning in Central Chile. It was felt in Santiago like a 4ish degree quake at 6:41am local time. It was a 5.1 in Valparaiso. For earthquake experts, that means Phil might have been in a high rise building.
