The young boy didn't count because teams had to shave only those locals who were "marked" with yellow/red armlet. I guess "marked" locals were part of production crew or something like that, I mean, they knew they would be shaved. However Boobs picked the young boy which had no armlet, therefore it did not count. When girls realized they misread the rules, they asked him to leave and it sounded a little bit rude. After the girls completed the task, they regretted their behavior and bought some candies for all the children there.

Is there a reason why teams don't always leave the pitstop in the same order they arrive in?

Maybe there is, but it's not explained to the viewers.
I'm hoping there will be sort of reunion where all mysteries will be uncovered.

However I've done some research (xD) and here is its result:
You can see that actually Father and Son stepped onto the mat before Alexey and Olena. Probably the rules don't allow one team to take place of another team even if both teams agree on that.

Leg 9 recap.
1st clue: fly to Amsterdam, The Netherlands, then go to main train station and search for your bike among hundreds of other bikes.
All teams were on the same flight.
1st to find their bike:
Ihor and Vasil
2nd: Boobs
3rd: Doctors
4th: Father and son
Last: Alexey and Olena
Next clue: go to Magere Brug (by bike) and there you'll find your next clue
Once again Ihor and Vasil allied with Boobs and decided to search for the bridge together.
1st to the bridge:
Ihor and Vasil
2nd: Boobs
3rd: father and son
4th: Doctors
Last: Alexey and Olena
Detour: hurdy-gurdy or cheese?
Cheese: transfer 400 kg of cheese.
Hurdy-gurdy: after finding one of two street Dutch organs, one team member had to run the machine while the other asked for tips. Once they earned €30, the organ grinder would give them their next clue (we saw something similar in TAR 21):
Alliance of Boobs and Sportsmen broke when they realized that "cheese" detour can be performed by one team at a time. The 1st team which puts a piece of cheese onto huge scales becomes 1st and continues to do the task, while other teams will have to wait (as there were no more scales for other teams). Because of that, sportsmen and Boobs literally fought during the boat trip:
In the end sportsmen won this fight and arrived 1st, however it were Boobs who realized that 1st team is not the team who arrives before the others. In order to become 1st, you need to put a piece of cheese on the scales, so, while sportsmen were arguing with doctors who followed them, the girls reached the scales 1st and got the opportunity to complete the detour, while Doctors and Sportsmen had to wait. Then, having realized how much time it takes to transfer all 400kg of cheese, Sportsmen decided to change the detour.
Standings after detour:
1st Boobs (cheese)
2nd Doctors (hurdy-gurdy)
3rd Father and Son (cheese)
4th Sportsmen (hurdy-gurdy)
Last: Alexey and Olena (cheese)
Next clue: take a picture near "Brouwerij 't IJ" mill with two locals.
Then trade the picture for a postcard, send it to Kiev and receive the next clue
Note: the whole mill has to be in the picture. If one of its part is missing (like in the picture above), the post officer won't give neither the postcard nor the next clue.
Sportsmen misread that note and their picture was not accepted.
Standings after sending postcards:
1st: Boobs
2nd: Alexey and Olena
3rd: Father and Son
4th: Doctors
Last: Sportsmen
Roadblock: teammember had to eat 5 fishes. Moreover, he/she was blind-folded and couldn't use his/her hands.

3rd: Doctors
4th: Father and Son
Last: Sportsmen
Next clue: take a bike and proceed to the finish
Standings at finish
1st Boobs
2nd Alexey and Olena

4th Doctors (they arrived 1st, but, as they were marked for the elimination, they received a 1 hour penalty)
Last: Ihor and Vasil - ELIMINATED
