Just a gut feeling that the final pit stop is back on Governor's Island - maybe a final task involving that Jazz Festival.

IIRC Governor's Island is not Liberty Island.... (where the Statute of Liberty is at) and I could see that as a final mat. In the middle of a Jazz Festival makes no sense from a security viewpoint.

I've also considered the possibility of Bethesda Fountain, or even Flushing Meadows, now that Shea Stadium is gone, but the other possibility is a indoor location, like say, Lincoln Center or somewhere else where they can film without being observed.

But the mention of two guys in dark blue shirts sure does seem like an obvious team ID.

On one of my personal race designs i set the open green lawn @ the Ellis Island Immigration Museum as the Finish Line. the Finish Line would have a great backdrop of the NYC skyline
im looking for the website to see if theyre closed but i cant find anything
and because this race might wrap up a bit late this time, there wouldnt be ferry access to the island, whch leaves one entrance..i really hope it is

 :)  Yankees are away and Mets are at home today, so Yankee Stadium is a possibility while Citi Field is a no go.  I'm leaning toward a finish line in Central Park (didn't TAR1 start it all there).  ;)

Edited to add: National Tennis Center is possible too.

having teams run around NYC delivering pizzas im sure they would have decoys for this task (like the trunk in TAR16)

I know Governor's Island is not Liberty Island.

Phil was spotted about 6 hours ago on the Ferry to Governor's Island.  I can't think of why he'd go there were it not for a pit stop.  It's not like you'd head to Governor's Island to go somewhere else in the city.

But as the clock ticks towards sunset, I am stumped as to their outdoor options, which leads me towards either something well lit at night outdoors or an interior location somewhere on Manhattan. It's way too late to do what they did with TAR 10.

Don't know if Phil was actually on the ferry, sounds like maybe at the park where the ferry terminal is.  The poster was waiting in line.

Looks like ferries from that location go over to Manhattan; poster may have been going to Governor's Island but Phil could have been going elsewhere.

Of course, there's one other outlier possibility.  We don't know for absolute certainty, beyond a doubt, etc., that this is the last leg.  One of the "missing" legs could have been an extended pit stop.  Would it be possible they'd do a wholly-in-the-US leg for a finale?  Just because they've not done it before doesn't mean they couldn't.

NO, he was spotted by someone who was going to Gov Island. HE was not spotted going there that was confirmed, as best I know.
