By any chance, will Phil eliminate the last team on the mat for this leg? He said the the next leg happens RIGHT NOW, making it a zero-hour pitstop.

Last time we had it in S18, Phil's words were:
"You can enjoy that after the race, but right now you are still racing, here's your next clue."

In S14:
"This leg is not yet over you are still racing, here's your next clue."

... which might explain the lack of Bill and Cathi in the Previews. BUT HECK, IF THEY DO ELIMINATE A TEAM AT THE START, WORST TWIST EVER. Gloomy start.

If so then there would have to be another NEL at the end of leg 10 which doesn't seem likely. 
Physics alone is not enough.

Those who forget history are sure to repeat it.

Amani has got it. She and Marcus are next. He's enjoying it. They score a perfect 12 and must make their way to Parc Elizabeth, the Pit Stop.
If one of the judges could award a 5 (which one did for Jeremy and Sandy), then 4 is not the maximum and 12 is a minimum level for moving on but not a perfect score (note that Jeremy and Sandy got 13).

I was recapping live and at that time, I thought 4 was the maximum because a 5 hadn't been awarded yet.
The story so far:
In the beginning the Universe was created.
This has made a lot of people very angry and has been widely regarded as a bad move

TAR 2 had two such penalties on the same task in its leg in Namibia, and IIRC, there was another one in the early seasons, but I'd have to research it to tell you which one that was.  It was not the Millie-Chuck one, as it wasn't their speeding, but their inability to drive safely that came into play.
