Each team is followed by a camera and a productor i think. If the productor sees a penalty he can just call or message the Pit Stop production.

Nope.  Camera guy and sound guy. Production runs with the teams in first and last... at least some of the time.

Also, can anyone explain to me how the decoys work in the final cities? For example, when do they assume they'll need to start having decoys, and how many teams do they use as decoys? Like will the next two teams eliminated be decoys in the finale? ...just curious if anybody knows.

Usually the Final 6 or so are decoys, (during TAR 16, a friend of mine spotted Steve & Allie racing in the Singapore leg), they race the course with the other teams to try to fool those who like to spoil.

As an example, in last season finale, the twinnies and Ryan & Abbie were spotted in the Lombardi's pizza area doing exactly the same task that the F3 teams. If you check in the TAR21 sightings section, you will able to see the pics of them. How did we know they were decoys? By the lack of camera crew with them. (We also have pics of Trey & Lexie performing the task in Bycicle Habitat with the camera crew).
Maybe my oldest fellow detectives can add more info about for how long it's been happening the decoy thing, but I read here somewhere that Louie and Michael were spotted in San Francisco, during TAR16 finale, carrying a trunk at the same time the F3 were racing to win the million dollars.
And Redskevin88 is right about one of the reasons is to fool people like us who likes to spoil things. :lol:

Team A and B are doing a task/looking for a clue, both have cabs waiting for them. Team A finishes the task first/gets their clue and returns to their cab. Team A also decides to pay team B's cab to follow them and not return to the location of the task (assuming team B's packs are not in the cab). Would team A get penalized for this?

Additionally, could team A remove team B's packs and drop them off by team B before taking both cabs, or is that prohibited under the rule of tempering with clues/resources?

Declive is correct.

Example: Joseph & Grace took out James & Sarah's bags in order to steal their taxi in TAR AU 2, resulting in a penalty.

Remember the penalty to the Globetrotters in the japanese leg of UB because of moving Ron & Christina's funnypack to a different place from where they put it.

Teams get different colored bandanas at the start of the race. This is so the camera/sound crew know which team to follow.

Colored clothing is a teams choice for their own reasons.

It's been explained before that colors are used to assist the camera crews in following the teams during the Race, especially in situations where teams are in a group, or a team is in the midst of a group of locals, such as public transit or a crowded street.

How this is done is not as clear (or at least I've not heard of how), but it does seem as if teams give input (choosing a color) and bring clothing having that color, or teams are told before they depart for pre-start sequester the color that is being used for that team so they can bring clothing with that color.

The one thing that is clear is that there's no coincidence involved.

why weren't uchenna and joyce able to physically help Merideth and Gretchen in Season 7 for the brawn detour but the Linz boys were able to Goldewski sisters in Season 8? wouldnt this rule change make it easier for teams? Also what was the second fastforward in S8.. u can see the clue in Bill's hand before the detour... it was the leg right after the paols got it i belive

It's well known that if teams interact with a local while on the race, production has to have the local sign a release forum in order to be able to use their footage on TV.

But what if teams interact with a child? Do they still get him to sign the release forum, or do they have to find the kid's parents or someone who's of legal age?
