Does look like it but not much though. At the start of S10 it was raining as well.

It rained somewhat on the latter half of the Kingston, Ontario leg of TAR Canada 4, forcing the audience dressed in period clothing to move inside.
It was also raining a lot in Montreal on TAR Canada 2, making it somewhat difficult to do the stunt driving challenge.

Yeah, I remember the latter for raining the whole time. Everyone had an extremely difficult time with that Roadblock, including the professional stunt actor. The wet tarmac made for poor traction for the maneuvers they had to do.
