Emmy voting starts today and ballots are out. (http://m.emmys.com/ballots/2018)The official Emmy submission this year is "It's Just a Million Dollars, No Pressure," the finale. The description in the Emmy ballot describes both Hong Kong and SF legs:
In the Amazing Race finale, teams travel seven thousand miles from Hong Kong to San Francisco,
competing in challenges in Aberdeen Harbor and on the Bay Bridge, culminating in a final brain-bending
task on board the iconic USS Hornet where one team wins the million-dollar prize.
So it seems it is the full 2 hours. But also take note that Emmy voters have free access to the entire season. It is just this episode specifically will be what is considered for the specific Creative Arts Emmys and of course the episode they want voters to see the most if they will only watch one episode from the season.

Me too I am sick of the voice winning and it isn't good it's just plain old singing which is just boring to watch even though I like to listen to music
