1) Do Ernie & Cindy receive a time penalty for travelling without tickets? 
2) Would Bill & Cathi survive? ( all time favourite question )
3) Who wins the leg?

2) Would Bill & Cathi survive? ( all time favourite question )  I'm afraid not, although I wouldn't mind it if they did.
3) Who wins the leg?  Ernie & Cindy.

Don't think so.
2) Would Bill & Cathi survive? ( all time favourite question ) Sadly it looks like they will be out in this leg, as they were shown traveling to the Netherlands (in other words totally lost) when the other teams do tasks in Belgium

They won't get penalised for not having tickets. They purchased valid travel for the journey but just didn't have a hard copy of the proof. Its only the train company that might have an issue with that. As long as they deliberately didn't sneak onto the train without paying, it shouldn't be any of production's concern.
